Why do Secret Service hold their jackets?
It is to be ready to move the jacket out the way to draw their weapon. Having your arms in front of you and not by your side prevents them from being grabbed/restrained from behind. To stop the jacket from blowing in wind (those weapons should not be revealed unless in an emergency)
